Riverside County Capacity Grant

The Riverside County Capacity Grant was created by the Riverside County Office of Education, School Engagement and Wellness Unit, to support LEAs countywide, this site is designed to enhance communication, unify messaging, and promote equitable access for all students. Rooted in our shared mission, the resource site amplifies the work of our local education partners and advances the goals of the Children and Youth Behavioral Health Initiative (CYBHI). Through increased visibility, we are building stronger, more connected systems of support for Riverside County youth and families.

What is the Capacity Grant?

The School-Linked Partnership and Capacity Grants are a one-time investment totaling $550 million, designed to assist Local Educational Agencies (LEAs) in building the necessary infrastructure and partnerships to implement the CYBHI fee schedule effectively. The grants are managed by the Department of Health Care Services (DHCS). 

Fee Schedule Readiness

Increase the number of LEAs who meet requirements to join the provider network and use fee schedule.

Expanded Access

Increase availability and range of behavioral health services in schools or in school-linked settings.

Collaborative Infrastructure

Develop or enhance collaborative infrastructure across LEAs, MCPs, county behavioral health departments, and CBO providers.

How the Fee Schedule and Capacity Grant Work Together

The CYBHI Fee Schedule is designed as a long-term, sustainable funding source for children and youth behavioral health services. Using a multi-payer model (Medi-Cal, commercial, and disability insurers), it allows schools and community providers to receive ongoing reimbursement for services, helping stabilize funding beyond short-term programs.

The Capacity Building Grant is a one-time investment to help organizations prepare for the fee schedule. It supports readiness activities like setting up billing systems, training staff, and aligning operations with insurance reimbursement requirements.

Together, the grant provides the short-term boost needed to build capacity, while the fee schedule offers the long-term sustainability to keep services in place.
