District Payroll and Retirement Processing

District Fiscal Services provides payroll and retirement processing services to LEAs in Riverside County.  In addition to maintaining a uniform payroll system, the payroll and retirement units function as the intermediaries between the state and federal reporting agencies and the CalPERS and CalSTRS retirement systems.  

District Payroll Processing

The Riverside County Office of Education provides a uniform payroll system that serves school districts, community colleges, charter schools, and the County Office of Education. The District Payroll Processing unit provides support and assistance in the processing of payroll and W-2s. The unit also provides technical support and advice regarding payroll law compliance and other payroll-related matters. Other services include:

  • Direct Deposit processing and reversals
  • Payroll warrant replacements and cancellations
  • Processing of wage garnishment orders
  • Salary abatements
  • Taxed Sheltered Annuities (TSA) processing
  • Payment of state and federal payroll withholding taxes
  • Maintenance of voluntary deduction codes
  • Health and Welfare employee contribution codes
  • Payroll Vendor Maintenance

CalPERS Retirement Processing

The CalPERS Retirement Reporting unit in District Fiscal Services acts as an intermediary between school districts in Riverside County and the California Public Employees’ Retirement System (CalPERS).  The unit assists in the reporting of employee payroll records to the CalPERS system and provides support, assistance and direction to districts with the proper coding of payroll earnings for retirement law compliance. Services provided by the CalPERS Retirement unit include:

  • Legislative updates
  • Monitoring membership qualifications
  • Processing of retirement forms for membership, separations and service credit corrections
  • Review and processing of Retirement System Election forms
  • Reporting of retired annuitant earnings
  • Purchase and redeposit of retirement service credit
  • Assistance with retirement related audits and corrections
  • Resolutions and contract amendments such as Golden Handshakes and exception to the 180-day wait period for retired annuitants

The CalSTRS Retirement Reporting unit in District Fiscal Services acts as an intermediary between school districts in Riverside County and the State Teachers’ Retirement System (CalSTRS).  The unit assists in the reporting of payroll information to the CalSTRS system and provides support, assistance and direction to districts with the proper coding of payroll records for retirement law compliance. Services provided by the CalSTRS retirement unit include:

  • Legislative updates
  • Monitoring membership qualifications
  • Processing of retirement forms for membership, refunds and service credit corrections
  • Review and processing of Retirement System Election forms
  • Reporting of retired annuitant earnings
  • Purchase and redeposit of retirement service credit
