The Local Control and Accountability Plan (LCAP) is a three-year plan that outlines how school districts and charter schools will use state funds to improve student outcomes. It is a key part of California’s Local Control Funding Formula (LCFF), which provides funding based on student needs and demographics.
LCAP Support
The Riverside County Office of Education (RCOE) supports local education agencies (LEAs) in developing strong, effective Local Control and Accountability Plans (LCAPs) and reviews all board-adopted LCAPs for approval. In this role, the RCOE is uniquely positioned to promote consistency and a shared understanding of the LCAP’s technical requirements, including how the LCAP and budget approval processes connect.
Beyond compliance, the RCOE’s support focuses on building district capacity and fostering continuous improvement. Our goal is not only to help districts complete the LCAP process accurately and submit an approvable plan, but also to ensure the planning and writing process serves a deeper purpose—advancing equity, strengthening systems, improving student outcomes, and closing achievement gaps.
LCAP Overview
Key Requirements (EC §52060–52064)

Who develops it? Local educational agencies (LEAs), including school districts and charter schools.

What’s included? Goals, actions, services, and expenditures aligned with eight state priorities (e.g., student achievement, parent engagement, school climate).

How often? Updated annually and submitted for approval to the county office of education (COE) EC §52060–52064.
County Oversight and Support (EC §52071)
If a district’s LCAP is not approved, or if student subgroups are underperforming, the county superintendent must provide technical assistance. This includes:

Reviewing data to identify strengths and weaknesses.

Helping identify and implement effective, evidence-based strategies.

Partnering with experts or other agencies to support improvement efforts.
The California Collaborative for Educational Excellence (CCEE) was established to provide additional support. It offers guidance and resources to help LEAs meet their LCAP goals and improve student outcomes.
