Title I, II, III, and IV Programs

Title I - Parts A and D
A federal program to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments.

  •  School Site Council (SSC) 101
    An SSC is required when a school participates in a Title I Schoolwide Program (SWP). An LEA may require a school to form an SSC in other circumstances as well. 

  • Compensatory Education for School Leaders
    This resource will support school leaders to become familiar with Title I requirements that fall within their purview. 

  • Title I School-level Comprehensive Needs Assessment (CNA) organizer
    All schools that operate a Title I SWP must conduct a comprehensive needs assessment annually. There is no mandated template. Linked above you will find a template that is being used by several schools within our county. This template supports teams to conduct a deep data analysis, identify resource inequities, conduct a root cause analysis, and then to identify evidence-based actions based on identified root causes of low performance. 

  • Title I Monitoring and Evaluation with Budget Tracking
    It is mandatory for SSCs to monitor the implementation and impact of all Title I funded actions. This template assists the user with monitoring actions and budgets that are tied to each action.

Title II, Part A - Supporting Effective Instruction
Title II, Part A is a federal program that increases student academic achievement through strategies such as improving teacher and principal quality and increasing the number of highly qualified teachers in the classroom and highly qualified principals and assistant principals in schools. While this link describes how to complete the Title II section of the Local Control and Accountability Plan (LCAP) Federal Addendum, the reader will find that it also contains all of the details needed to develop a strong Title II program.

Authorized Uses of Title II

Title II Sample Comprehensive Needs Assessment
This needs assessment was suggested by a Title II reviewer from the California Department of Education (CDE).

The overarching purpose of Title III is to ensure that English learners, including immigrant children and youth, attain English proficiency and meet the same challenging academic achievement standards that other students are expected to meet. Schools and districts receiving Title III funds are accountable for increasing the English proficiency and core academic content knowledge of English learners.

RCOE Title III Accountability and Support

Riverside County Office of Education (RCOE) is designated as the Region 10 (Riverside, Inyo, Mono, San Bernardino) county lead for Title III support. RCOE serves the Local Educational Agencies (LEAs) within Riverside County and provides support for county leads within Region 10. RCOE works in collaboration with the California Department of Education (CDE) to provide timely and relevant updates to LEAs and support actions to improve academic achievement and/or English proficiency of English learners by effectively modifying curriculum, program, and method of instruction. In addition, RCOE also provides direct program support to LEAs inclusive of plan writing and feedback, using analytical and observational tools, data analysis, root cause analysis, key priorities, program implementation, feedback, and coaching for English learners.
