At the Riverside County Office of Education, we partner with districts, charter schools, and educators to maximize the impact of federal programs - Title I, II, III, and IV. Our role is to translate complex requirements into practical strategies that strengthen teaching, accelerate learning, and ensure opportunities for all students. Through expert guidance, compliance support, and innovative professional learning, we help schools not only meet federal expectations, but also leverage these resources to improve outcomes for every learner in Riverside County.
The U.S. Department of Education (ED) administers programs authorized and funded by Congress. These programs provide financial aid for:
eligible applicants for elementary, secondary, and college education;
the education of individuals with disabilities and of those who are illiterate, disadvantaged, or gifted; and
the education of immigrants, American Indians, and people with limited English proficiency.
The California Department of Education (CDE) receives this financial aid in the form of federal grants from the U.S. Department of Education and distributes the funding to LEAs according to the guidelines of the grant.
Comprehensive Support and Improvement (CSI)
A federal program providing CSI funds to LEAs to develop and implement school plans to improve student outcomes. CSI is a federally funded initiative under the Every Student Succeeds Act (ESSA) designed to support schools identified as needing intensive intervention. Schools qualify for CSI based on performance indicators such as low graduation rates or placement in the lowest-performing 5% statewide. CSI identifications are made in alignment with the Local Control and Accountability Plan (LCAP) cycle, occurring every three years to ensure strategic planning and sustained support. Grant allocations are provided to local educational agencies (LEAs) to implement targeted, evidence-based actions that are grounded in a comprehensive needs assessment and root cause analysis. These funds are intended to reduce resource inequities and support sustainable improvement efforts that can be effectively monitored and evaluated over time.
